Commercial Organics
The City of Victorville’s Environmental Programs Division helps businesses comply with state and local organics recycling requirements through education, outreach, and program support. California laws Assembly Bill (AB) 1826 and Senate Bill (SB) 1383 require commercial businesses to divert organic waste from the landfill, and Victorville’s commercial organics programs help businesses meet those requirements. The City addresses these State requirements under Victorville Municipal Code Chapter 6.37.

Commercial organics service is divided into food waste and green waste collection.

Surplus Edible Food Donation
Surplus Edible Food Donation
Some businesses are required under SB 1383 to arrange for the recovery of surplus edible food that would otherwise be thrown away. Edible food recovery helps reduce waste, support people in need, and keep food out of the landfill.
Food Donation and Pickup Assistance
The City of Victorville works with High Desert Second Chance, the lead agency and central food bank for the High Desert Food Collaborative, to help connect businesses with edible food recovery resources.
Businesses can donate surplus edible food by contacting:
High Desert Second Chance
16666 Smoke Tree St., Building B4
Hesperia, CA 92345
Phone: (442) 267-4444
One call to High Desert Second Chance connects businesses to the High Desert Food Collaborative and its network of local nonprofit agencies, churches, shelters, food pantries, and service providers that accept edible food donations and arrange pickup at no charge.
Accepted edible food donations include:
- fresh produce
- boxed, canned, and baked goods
- fresh meat
- eggs and dairy

High Desert Second Chance can help arrange pickup, distribution, and donation documentation, including receipts acknowledging tax-deductible donations and records needed for compliance.
No Food Goes to Waste Program
High Desert Second Chance also offers a No Food Goes to Waste program for food that is not edible for human consumption but may still be used as animal feed. This helps keep additional material out of the landfill while supporting local farmers, ranchers, and livestock owners.
