Measure P Allocation Plan

Revenue generated by Measure P allows the City to expand essential services that enhance our community’s quality of life while ensuring that non-resident visitors contribute to the cost of these services. Taxpayer investment in Measure P is protected by a Citizen's Oversight Committee that ensures revenue generated by this measure is used for its legal purpose.

Measure P Budgeted Expenditures
Fiscal Year 2025 - 2026

Animal Services

Measure P will:

  • Contribute towards design and renovation of the next phase of the Animal Care & Adoption Center.
  • Purchase new feline kennels and an animal wash station.
  • Purchase a new dedicated transport van and utility trailer for Animal Services operations. 
  • Purchase animal shelter supplies such as microchips, vaccines, and food.

Allocation Amount: $4,311,403

Code Compliance

Measure P will:

  • Continue the proactive approach with new officers that will improve community and commercial appeal, investigate environmental complaints, reduce community blight, continue to provide Code Compliance services seven days a week and during late weekday/weekend shifts, and address impacts of homelessness within residential communities and commercial zones.
  • Continue funding two full-time personnel in the Environmental Programs Division to assist with cleaning illegal dump sites and homeless encampments.

Allocation Amount: $2,558,773

Community Services

Measure P will:

  • Contribute towards expenses such as landscaping, furniture, fixtures, and equipment at the new Green Tree Library.
  • Purchase a new Mobile Library Van.
  • Pay for a new fairway mower for the Green Tree Golf Course & two new utility trucks for the Parks division.
  • Pay for the replacement of the Doris Davies Pool Heater.
  • Pay for the roof replacement at the Liberty Park restrooms and snack bar.
  • Pay for replacement flooring at Hook Community Center.

Allocation Amount: $3,646,741

Fire

Measure P will:

  • Contribute $775,000 towards the apparatus replacement reserve fund.
  • Purchase a Mobile Fire Mechanic Vehicle & Portable Tiller Lift
  • Purchase a new Power Load Gurney for one Transport Capable Squad (TCS).
  • Purchase a washer station for Self-Contained Breathing Apparatus (SCBA) air packs.
  • Purchase training equipment for firefighters.

Allocation Amount: $7,837,830

 

Homelessness & Housing

Measure P will:

  • Support the operations and maintenance of the Wellness Center.  

Allocation Amount: $1,600,000

Police

Measure P will:

  • Continue to utilize the 12 new personnel added since the implementation of Measure P and continue to:
    • Improve response times
    • Improve response and attention to investigative matters
    • Improve response times to lower priority calls
    • Increase the level of traffic enforcement 
  • Contribute $4 Million towards the Capital Reserve Fund for a New Police Station.

Allocation Amount: $7,101,011

Public Safety Maintenance

Measure P will:

  • Maintain the baseline costs for the Public Safety Maintenance increase
    • The Public Safety Maintenance Level is the increase in the current fiscal year expenditures and operations and maintenance to Public Safety departments in the General Fund over a fiscal year 2020-21 baseline. The maintenance level allows for Measure P to fund the increases to the General Fund expenditures of the Police, Fire, Code Compliance and Animal Control departments.

General

Measure P will:

  • Contribute towards the new street design along 7th Street to continue revitalizing the Old Town area.
  • Pay for contract services for a detailed analysis of the Transaction and Use Tax.
