Below are common violations that you may see near your home or business. 

Residential Areas

  • Accumulation of trash and debris.

  • Overgrown, dead or decayed vegetation and/or lack of weed abatement. 

  • Lack of front yard landscape maintenance.

  • Inoperative vehicles on private property (driveways and front yard areas).

  • Parking on landscaped areas of front yards.

  • Recreational vehicle parking beyond the front plane of the house, in front of a two car garage, extending into the sidewalk and/or on the street. 

  • Regulation of street parking.

  • Offroad vehicle enforcement.

  • Broken windows, dilapidated fences and/or other structural components requiring repair.

  • Licensing of residential rental properties.

  • Regulation of vacant properties.

  • Lack of hot and cold running water.

Community Enhancement Program

What is the Community Enhancement Program (C.E.P.)?

The Community Enhancement Program (C.E.P.) is an effort by the City and its residents to improve the appeal and safety of our residential communities through exterior property maintenance and compliance to city property care ordinances. The program aims to educate and inform residents of steps they can take to maintain their property and improve their neighborhood.

What is the Community Enhancement Program Compliance Process?

  1. Property Self-Inspection Mailer

    A Community Enhancement Program mailer will be sent to all property owners and/or residents that have a Property Self-Inspection Checklist to allow the owner to assess their property and identify property maintenance violations.

  2. Courtesy Notice Inspection

    Code Enforcement Officers will conduct an initial exterior inspection of the property. An educational “Courtesy Notice” will be placed on the front door if property maintenance concerns were observed. The owner will have a 3-day period to remedy existing property maintenance concerns.

  3. Follow-Up Inspection

    Code Enforcement Officers will conduct a follow-up inspection after the 30-day period has lapsed to confirm if the property is in compliance. If a violation is found, an Officer will attempt to contact the resident and issue a Notice of Violation. The owner will have 30 days to correct any violations. An extension of time to correct violations may be requested.

  4. Enforcement 

    If the property fails to come into compliance after the allotted time has expired, additional enforcement actions may be taken such as filing a Notice of Pendency and/or issuing citations.

Grease Control Device Permits and FOGs

Fats, Oils, Grease Control Devices (F.O.Gs)

Fats, oils, and grease (F.O.Gs) come in a variety of forms. Cooking oil is the obvious culprit, but did you know beverages and foods such as meats, sauces, gravies, baked goods, milk, butter and cheese can also be sources of F.O.Gs?

F.O.Gs is one of the main causes of sewer line backups that are expensive for the food service establishment and harmful to the public health and the environment.

As a result, the State Water Resource Control Board requires the City of Victorville to implement a F.O.Gs Program to prevent sewer overflows under the Waste Discharge Requirements for Sanitary Sewer Systems.

F.O.Gs Permit Required

Pursuant to State requirements that requires all food service establishments to have a Fats, Oils, Grease Control Device (F.O.Gs), the City of Victorville requires a F.O.Gs Permit for all food/beverage service establishments. 

The F.O.Gs application, annual renewal and issuance process is handled by the Business License Division. For information regarding this process, please contact the Business License Division at businesslicense@victorvilleca.gov or at 760-955-5072.

If you are a new business in the City of Victorville, the Business License Application that you must apply for contains questions that must be answered regarding F.O.Gs.

If you are an existing business in the City of Victorville and do not have a F.O.Gs Permit, please complete the grease interceptor permit application. Please email the completed application to the Business License Division at businesslicense@victorvilleca.gov

You may also use this form to request a change in service frequency, contact information and/or service provider information.

F.O.Gs Service Manifests Required

Your F.O.Gs device (either a trap or interceptor) must be serviced on an ongoing basis to prevent grease overflow.  The frequency of service will be determined at the time of application and will be reviewed each time the F.O.Gs device is serviced.

Service Manifests are completed by whomever you choose as your Service Provider.  

Service Manifests are required to be submitted to the Code Compliance Division within 72 hours of service, per the assigned service schedule for your business.

There are a few options on submitting your F.O.Gs manifest. You may email a copy of your F.O.Gs manifest to: enforcement@victorvilleca.gov, send a copy via mail, or come to our Code Compliance counter and drop off a copy of your F.O.Gs manifest.

Best Business Practices at a Glance

  • Pour all used cooking oil and grease into an approved covered container for recycling to a waste oil rendering facility.

  • Scrape dishes, pots, pans and utensils into the trash prior to washing them. Remember to never pour used oil in the drain.

  • Install screens in all drains that lead to the sewer to keep out the big particles of food and trash. Screens with holes no larger than 3/8" in any diameter are the top grime fighters and will keep your grease control device working at its peak performance.

  • Cut down on the use of excessively hot water. Discharging water temperature above 140 degrees is bad news because it can cause your grease control device to operate less efficiently, leading to an increased chance of backup and overflow.

  • Eliminate the use of enzymes and other grease emulsifying chemicals when cleaning.

Trespassing Arrest Authorization Agreement

Our City is currently experiencing an increase in unauthorized trespassers and vagrants. To assist you in managing these trespass violations on your property, we request your permission to act as your agents in prosecuting individuals involved in this unlawful activity.

With your consent and the installation of "No Trespassing" signs, City of Victorville Law Enforcement Officers will be authorized to take legal action and represent you in asking anyone present on your property without your consent or lawful purpose to leave.

To authorize the City to act on your behalf, please fill out the Trespass Arrest Authorization Form. Additionally, be sure to post "No Trespassing" signs throughout your property. Please note that this form must be notarized and renewed annually for the Police Department and Code Enforcement team to continue enforcing trespassing violations on your behalf.

FAQs

What information is required to file a complaint?

You can submit your complaint via the VVNOW app. Code Compliance requires that you provide your contact information when reporting an issue. If you choose to call in a concern, please have your information ready along with a detailed description of the potential violation. Please note that we do not accept anonymous complaints.

 

I received a Notice of Violation in person or by mail, what should I do?

Your notice of violation gives you sufficient time to address the issues. Some violations can be corrected in just a few minutes or hours, while others, like landscape violations, may take several days. To prevent liens and fines, please ensure you correct the violations in a timely manner. The officer will conduct a re-inspection after the specified time on the notice and will close the case if all violations have been resolved. If you have questions about the violations, please contact the officer named on the Notice of Violation via email at enforcement@victorvilleca.gov or by phone at (760) 955-5104. They will be happy to assist you.

If you would like to request additional time to address the violations, please email enforcement@victorvilleca.gov to request an extension. You may request up to three extensions, each granting an additional thirty days to resolve the issues.

Who handles complaints about junk cars located on the street?

Please call the Police Department at (760) 956-5001 to report a car that is inoperable or apparently abandoned on a City street.

Can I park my vehicle on my front landscape?

All vehicles, including cars, trucks, recreational vehicles, boats or trailers, may not be parked on the front landscaped areas such as grass or rock. They must be parked on an improved surface.

Cars keep blocking my mailboxes, what do I do?

Are semi-trucks allowed to be parked in residential areas?

No, commercial vehicles are not allowed in residential areas. They need to be parked in approved commercial vehicle parking zones.

My neighbor does not put away his trash cans, what can I do?

Please report your concern through the VVNOW app and select the category "Trash Can Left Out Past Service Day".

I am interested in purchasing a property and want to know if there are any violations, how can I find out?

Please submit a public records request online (here). If you come to city hall we may assist and we will require you to fill out a public records request form over the counter.

Can I have yard sales every weekend?

No, The City of Victorville allows up to (4) non-consecutive yard sales per parcel of land per calendar year. Please reach out to the Planning Department at (760)-955-5135 to obtain a yard sale permit.

I can hear fireworks, where can I report them?

Please submit your concern to the VVNOW app. If you are not sure of the location please submit the most accurate location to the best of your ability.

My neighbor's property is full of overgrown weeds, what can I do?

Please submit your concern through the VVNOW app. Select the "Landscape Maintenance" category. You will receive updates on your concern and the status of the case.

I see a homeless encampment, where can I report it?

Please submit your concern through the VVNOW app. If you are unsure of the exact address, you may include a photo along with the nearest cross streets and a brief description of the encampment to help identify the location.

 

I see a green pool in my area, what can be done?

Please submit your concern to our VVNOW app. Please include a picture of the green pool when submitting your request and we will have an officer address the concern.
