The City of Victorville’s Animal Care & Adoption Center is a groundbreaking milestone—our first-ever dedicated facility designed to provide compassionate care, shelter, and adoption services for animals in need. Our Animal Services team helps match pets with responsible, loving families, reducing the number of animals in our care and giving them a second chance at life.   • Pet Licensing & Identification – Residents can visit our center to obtain or renew pet licenses, ensuring compliance with local regulations. Licensing helps reunite lost pets with their owners more quickly.

  • Microchipping – A microchip is a permanent form of identification that significantly increases the chances of finding a lost pet. Our team can microchip your pet to provide extra security and peace of mind.

  • Spay & Neuter Information 

    We advocate for responsible pet ownership by providing resources and referrals for spay and neuter programs and vouchers (while supplies last) to help control pet overpopulation.

How to Use a Voucher

  1. Schedule an appointment
    Contact one of the participating veterinary locations listed below to make an appointment.

  2. Obtain your voucher
    Once your appointment is confirmed, stop by the Victorville Animal Care and Adoption Center at 16648 E Street Victorville CA 92395 to pick up your voucher.

    Voucher pick-up hours:

    • Monday – Thursday: 8:00 a.m. to 4:30 p.m.

    • Friday: 8:00 a.m. to 3:30 p.m.

    Please note: Vouchers expire 30 days from the date of issuance.

If you already have a license and it is about to expire, renew today! Remember to keep your vaccinations current because you must provide a copy of the rabies certificate during the renewal process.

License requirements

To license your canine family member, you will need to have it vaccinated against the rabies virus and provide us with a copy of its current rabies certificate. A certificate of sterility is also required for all canines that are spayed or neutered. See below for the current licensing fees.

Replacement tags can be purchased for $3.14 for spayed and neutered dogs / $5.24 for unaltered dogs.

Transfers of valid licenses from other jurisdictions can be done for $5.24.

FAQs

I received a Notice of Violation in person or by mail, what should I do?

Your notice of violation gives you sufficient time to address the issues. Some violations can be corrected in just a few minutes or hours, while others, like landscape violations, may take several days. To prevent liens and fines, please ensure you correct the violations in a timely manner. The officer will conduct a re-inspection after the specified time on the notice and will close the case if all violations have been resolved. If you have questions about the violations, please contact the officer named on the Notice of Violation via email at animalservices@victorvilleca.gov or by phone at(760) 955-5089. They will be happy to assist you.

Why do I need an animal license?

Licenses are required for public health and safety purposes. By the California State Health and Safety Code animal licenses help keep track of vaccinations, especially for rabies, to stop the spread of the disease. The City of Victorville requires the rabies vaccine to obtain an animal license. This requirement is enforced to ensure dogs are vaccinated against rabies, protecting the public health, safety, and welfare of residents from the rabies virus. Additionally, licenses make it easier to find pet owners if their animals cause trouble or damage. Please reference The City of Victorville's Municipal Code (here).

How do your spay/neuter vouchers work?

Spay and neuter vouchers are back for cats and dogs! $160 vouchers are available for dogs and $80 vouchers are available for cats residing in the City of Victorville city limits. Animal owners will be responsible for any remaining fees not covered by the vouchers. Dogs must be licensed in the City of Victorville to qualify for a voucher. Limit of 3 dog vouchers and 3 cat vouchers per household. Pets must hold an appointment with one of our participating veterinary services/clinics within the next 30 days to receive a voucher. Please contact our office prior to visiting our location to verify voucher availability. Once confirmed, please visit the Victorville Animal Care & Adoption Center located at 16648 E Street, Victorville to pickup your voucher.

*Please note unaltered dogs must have a valid City of Victorville dog license to qualify for the voucher.

 

What can be done about barking dogs?

Dealing with excessive barking is difficult but it is best to find a solution that prevents turning into a neighbor dispute. Below are some possible solutions for excessive barking concerns.

  • Contact the animal owner, be a good neighbor and talk to them about the issues you are experiencing. They may not even know their dog is barking while they are away. Keep in mind that while you’re home at night, some people work night shifts. They might not know what happens at home while they're away. A simple conversation may be effective. The animal owner might identify the specific factor that triggers excessive barking

  • If you and your neighbor share a fence, install anti-bark devices on your side of the shared fence. These devices are highly effective at teaching the dog not to bark for the sake of barking.

  • If all else fails, please contact our Animal Services office. You can reach them by phone at (760) 955-5089, email at animalservices@victorvilleca.gov, or on the VVNOW app to report the barking. We will notify the owner of the complaint and ask that they take the necessary actions to reduce or eliminate the barking.

If the officer cannot verify the complaint, please be advised that certain legal and administrative procedures must be followed. In some cases where a neighbor dispute related to excessive barking escalates you may need to seek legal counsel. You and anyone supporting your complaint must be ready to appear and testify in any legal or administrative actions against the property owner. At no time prior to any proceeding will the dog be taken from its owner.

 

Am I required to have my dog fixed?

No, dogs don’t have to be spayed or neutered. However, unaltered dogs must renew their licenses every year. Discounts on licenses are available only for altered dogs. Spaying or neutering can prevent diseases like uterine infections and cancer. It may also help your furry friend live longer.


I found a dog or a cat. Will you take him/her?

We are able to take in animals as resources are available. Since we are a Care and Adoption center and do not euthanize for space/time, there are times when our facility is full and we do not have the space to bring in another animal. The need in the Victorville community is immense, and we, along with most all rescue groups, stay at capacity most of the time. It is because of this pet overpopulation that we offer spay/neuter vouchers to City of Victorville residents and host quarterly low-cost vaccine clinics to make pet vet care more affordable and accessible, helping to reduce overpopulation and euthanasia.

 

 

Can I have chickens or farm animals on my property?

Victorville only allows chickens on residential lots larger than one half acre/ zoned as "exclusive agricultural" and in two specific areas of the City. You will need to obtain a pet permit, contact Planning to apply (760) 955-5135 or Contact us at (760) 955-5089 to see if you are located within those areas.

  • The amount and type of pet varies by zoning/location. Please see (here) for the municipal code section for permitted pets depending and the zoning districts.

 

 

I'm dealing with a bee issue at my property, does animal services handle their removal?

Animal Services does not handle bee removal. We recommend contacting a local beekeeper or a licensed bee removal service, as they are best equipped to safely relocate or manage the bees.

These organizations often specialize in humane bee relocation and may be able to help at low or no cost.

 

I’ve seen a coyote near my property. Does animal services handle coyote reports or removal?

Animal Services does not handle wildlife concerns such as coyotes. We recommend contacting the California Department of Fish and Wildlife (here), as they are the appropriate agency to assist with wildlife concerns.

They can provide guidance on safety, behavior, and any necessary response.

Are you a no-kill shelter?

The Victorville Animal Care and Adoption Center does not euthanize an animal for time or space reasons. Pets who are too injured or sick may unfortunately need to be euthanized for humane and safety reasons however, where possible, every effort is made to treat and heal our sheltered pet.
