Old Town Commercial Facade Improvement Program

In efforts to preserve the historic Old Town Route 66 area, the City of Victorville created the Old Town Commercial Facade Improvement Program to enhance commercial buildings, attract private investment, beautify commercial corridors, generate shopping, and preserve the historic area.

In July 2024, Economic Development staff was awarded with Community Development Block Grant ("CBDG") funds to provide financial assistance to qualified commercial property and business owners to make facade improvements, correct certain code violations, and make ADA improvements in the Old Town area.

Applicants whose applications have been accepted for this Program will receive a 4-year, 0% interest, ONE-TIME ANNUAL LOAN in an amount up to $100,000 (FY 2025-2026) for the purpose of making external repairs and improvements to their commercial building. Improvements include but are not limited to new signage, new awnings, exterior lights, anti-graffiti treatment, and ADA enhancements.

It is recommended that applicants review the Program Manual, listed below, prior to completing an application. Applicants must meet one of three (3) income qualification requirements and must have a storefront located in the Program Area (see Appendix A of the Program Manual). Applications are prioritized for funding purposes on a first-come, first served basis. Therefore, you are encouraged to apply as soon as possible. Old Town Graffiti Removal Consent Form

The Graffiti Removal Program is a City service that helps remove graffiti from private and public property to improve neighborhood appearance and reduce blight. Property owners give permission for the City or its contractor to remove graffiti, usually by painting over it, at no direct cost to the owner. The program supports cleaner, safer, and more visually appealing communities.

The City strives to respond to graffiti reports as quickly as possible, typically within 24–48 hours, depending on workload and priority.

Code Compliance Trespass Authorization Form (602 Form)

The City of Victorville is committed to helping property owners address trespassing and unauthorized activity on private property. By completing a Trespass Arrest Authorization Form, property owners may authorize City law enforcement and code enforcement personnel to act as their agents in enforcing applicable trespass laws.

With a valid authorization on file and properly posted "No Trespassing" signs, law enforcement officers may contact, warn, remove, cite, or take other appropriate enforcement action against individuals who are on the property without permission or lawful purpose.

To participate, property owners must complete and notarize the Trespass Arrest Authorization Form and ensure that "No Trespassing" signs are posted throughout the property. The authorization remains valid for one year and must be renewed annually to allow continued enforcement on the owner's behalf.

Vacant Property Assistance

The Economic Development Department can assist property owners and commercial brokers with business attraction efforts for available commercial properties. By sharing leasing information and property details with our team, we can include the space in our property portfolio and market it to prospective businesses and developers seeking opportunities in Victorville.

Business Visibility Support

#MyBizinVV Social Media Program - Through this program, Victorville businesses have the opportunity to receive free exposure through a professionally produced promotional video produced by the City of Victorville. The finished video can be used by the business for its own marketing purposes and will also be showcased across the City’s social media platforms.

The purpose of the program is to highlight Victorville’s hidden gem businesses, increase their visibility, and help drive customer engagement through compelling storytelling and digital promotion. Businesses can participate by engaging with the City’s #MyBizInVV campaign on social media—tag another Victorville business in a City post and use the hashtag #MyBizInVV for a chance to be selected. Eligible participants must be licensed brick-and-mortar businesses located in Victorville.
