Old Town Commercial Facade Improvement Program

In efforts to preserve the historic Old Town Route 66 area, the City of Victorville created the Old Town Commercial Facade Improvement Program to enhance commercial buildings, attract private investment, beautify commercial corridors, generate shopping, and preserve the historic area.

In July 2024, Economic Development staff was awarded with Community Development Block Grant ("CBDG") funds to provide financial assistance to qualified commercial property and business owners to make facade improvements, correct certain code violations, and make ADA improvements in the Old Town area.

Applicants whose applications have been accepted for this Program will receive a 4-year, 0% interest, ONE-TIME ANNUAL LOAN in an amount up to $100,000 (FY 2025-2026) for the purpose of making external repairs and improvements to their commercial building. Improvements include but are not limited to new signage, new awnings, exterior lights, anti-graffiti treatment, and ADA enhancements.

It is recommended that applicants review the Program Manual, listed below, prior to completing an application. Applicants must meet one of three (3) income qualification requirements and must have a storefront located in the Program Area (see Appendix A of the Program Manual). Applications are prioritized for funding purposes on a first-come, first served basis. Therefore, you are encouraged to apply as soon as possible. The Graffiti Removal Program is a City service that helps remove graffiti from private and public property to improve neighborhood appearance and reduce blight. Property owners give permission for the City or its contractor to remove graffiti, usually by painting over it, at no direct cost to the owner. The program supports cleaner, safer, and more visually appealing communities.

Code Compliance Trespass Authorization Form (602 Form)

This form is an authorization that allows the City of Victorville Code Compliance Department, Victorville Police Department, and San Bernardino County Sheriff’s Department to act on behalf of a property owner to address trespassing or unauthorized individuals on private property. By signing the form, the property owner gives permission for these agencies to enter the property and take action such as advising, removing, or arresting individuals who do not have lawful business or permission to be there, including after hours or when the owner is not present. The authorization is based on specific sections of the California Penal Code related to trespassing and remains valid for up to one year. In simple terms, it allows law enforcement and code compliance to act as the property owner’s agent to help prevent and address trespassing on the property.
