Community Development Block Grant
In 1997, the City of Victorville became an entitlement city with the U.S. Department of Housing and Urban Development (HUD). HUD provides annual grant on a formula basis to entitlement communities to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development and improved community facilities and services.
Entitlement communities, in consultation with local residents, develop their own programs and funding priorities. All CDBG activities must meet at least one of the following national objectives: benefit low-and moderate-income persons; aid in the prevention or elimination of slums and blight; or meet certain urgent community development needs. Some eligible activities include:
- Acquisition of real property
- Rehabilitation of residential and nonresidential properties
- Provision of public facilities and improvements, such as water and sewer, streets, and neighborhood centers
- Public services
- Activities relating to energy conservation and renewable energy
- Clearance
- Homeownership assistance
- Assistance to nonprofits and for-profit businesses for special economic development activities
HOME Investment Partnerships Program
In 2003 the City of Victorville and the Town of Apple Valley formed a HOME consortium in order to meet the threshold of obtaining HOME entitlement status through HUD. Participating jurisdictions may use HOME Investment Partnerships (HOME) funds for a variety of housing activities, depending on local housing needs. Eligible uses of funds include tenant-based rental assistance; housing rehabilitation; assistance to homebuyers; acquisition; and new construction of affordable housing. Participating jurisdictions must also set aside at least 15 percent of their annual allocations for housing to be owned, developed, or sponsored by eligible community-based nonprofit organizations designated as Community Housing Development Organizations (CHDO).
Mortgage Assistance Program
Program Highlights
- Up to $55,000 for down payment and closing costs assistance
- No payments for 30 years with 3% interest (deferred loan)
- Funds available on first-come, first-served basis with acceptable purchase contract
How to Qualify?
- Must be a first-time homebuyer
- Mortgage must be with City of Victorville approved lender
- The property must be your primary residence, located in Victorville
- Single-family homes, condominiums, and town homes under $525,000 (existing homes) and $539,145 (new homes) are eligible
- Borrower must contribute 1% of purchase price

Are you looking for ways to update your home? Or do you have a code/building violation?
The Residential Rehabilitation Program is designed to add curb appeal to your home, make a statement in your neighborhood, or correct any health and safety or building code violations. This program offers low interest deferred loans to income eligible homeowners. Loan funds are limited, so call or visit us today for more information.
Eligible program repairs:
- Roof repair/replacement
- Desert landscaping
- Exterior lighting
- Exterior painting
- Windows
- Unpermitted patios
- Unpermitted garage conversions
- Unpermitted room additions
- Plumbing and sewer failures
- Driveway repairs
- Health and safety code violations
- Building code violations
1st Step: Call or visit the City of Victorville Planning Department to obtain application.
2nd Step: Submit completed applications to the City. Applications will be reviewed and processed to determine eligibility. Applicants must not exceed income limits.
3rd Step: Qualified applicants shall receive a loan to make eligible home repairs.

The Senior Home Repair Program is designed to assist low income homeowners who are at least 62 year of age, permanently disabled, or handicapped, by providing a one-time grant in an amount of not less $1,000 and up to $15,000, to make eligible home repairs.
In order to qualify for assistance, the applicant's gross annual household income must not exceed the following limits:
