Fats, oils, and grease (F.O.G.) are common byproducts of food preparation. These materials can come from cooking oils, meats, sauces, dairy products, and food scraps.
When discharged into the sewer system, F.O.G. can accumulate inside pipes and restrict wastewater flow. This can lead to sewer backups, overflows, and increased maintenance costs, which may impact both businesses and the community.
To reduce these impacts, the State Water Resources Control Board requires the City of Victorville to implement a F.O.G. Program in accordance with Waste Discharge Requirements for sanitary sewer systems.
F.O.G. Permit Requirements
Food service establishments are required to have an approved grease control device, such as a grease trap or interceptor, and obtain a F.O.G. Permit.
The application, renewal, and permit issuance process is managed by the Business License Division.

New Businesses:
The Business License Application includes required questions related to F.O.G. compliance.
Existing Businesses:
If your business does not currently have a F.O.G. Permit, complete the Grease Interceptor Permit Application and submit it to the Business License Division.
This form may also be used to request updates to service frequency, contact information, or service provider details.
F.O.G. Service Requirements
Grease control devices must be serviced regularly to prevent grease buildup and sewer system impacts. Service frequency is determined during the permit process and may be adjusted based on maintenance needs.
Service manifests must:
- Be completed by your selected service provider
- Be submitted within 72 hours of service
- Follow the approved service schedule for your business
Manifests must be submitted online through the City’s website.

The City requires online submission of F.O.G. service manifests.
- A copy of the manifest is required
- A photo of the completed manifest must be included
- Submittals must be completed through the City website
The City no longer accepts manifests by fax or email unless prior approval has been granted by the Code Compliance Division.
Best Management Practices
To help prevent grease buildup and maintain compliance:
- Dispose of used cooking oil and grease in an approved, covered container for recycling
- Scrape food waste into the trash before washing dishes
- Install drain screens to prevent food solids from entering the sewer system
- Avoid using excessively hot water, which can reduce grease control effectiveness
- Do not use enzymes or chemical additives intended to dissolve grease
