Overview

The City of Victorville’s Water Rate Study provides a comprehensive evaluation of the City’s water system finances to ensure sustainable, reliable, and cost‑effective water service for the community, now and into the future.

What the Study Includes

The Water Rate Study analyzes the City’s existing water system costs and projected needs to determine fair and equitable water rates. The study includes:

  • A review of current water rates and revenue
  • Evaluation of operating and maintenance costs
  • Long‑term financial planning for infrastructure and system upgrades
  • Analysis of water demand and future service needs
  • Development of rate alternatives to support system sustainability

Water Rate Study Workshop - April 27, 2026

On April 27, 2026, the Victorville Water District's Board of Directors held a rate study public workshop to present the preliminary rate study findings from the District's rate consultant, Bartle Wells Associates. The staff report and presentation are listed below for review. 

Water Rate Intent Meeting - June 2, 2026

On June 2, 2026, the Victorville Water District's Board of Directors, approved Resolution No. VWD 26-009, accepting the 2026 Water Rate Study, setting July 21, 2026, as the date for the Public Hearing on the proposed changes to the District’s rates and fees for Water Services, and authorized staff to prepare and mail Notices of Public Hearings in accordance with Proposition 218; and adopted Resolution No. VWD 26-011, establishing a Written Objection Administrative Exhaustion Procedure pursuant to Assembly Bill (AB) 2257.
