This page provides information for individuals interested in developing within the City, as well as for civil engineers designing development projects.
Development Process
The development process begins in the Planning Department. The Engineering Department assists to ensure that private and public infrastructure requirements are in compliance with the City's Municipal Codes, Standards, and Specifications.

Trench Resurfacing and Repair(PDF, 189KB) (Rev. 06/11/18) - This is to preserve the integrity of new streets and forestall deterioration by preventing water intrusion, differential settlement and multiple cuts that are often associated with street patching.
Storm Water Management Plan(PDF, 4MB) - Post construction best management practices must conform to this.
Model Water Quality Management Plan Guidance - The purpose of the Model Water Quality Management Plan (W.Q.M.P.) and Post Construction Measures Plan (P.C.M.P.) is to guide the Permittees that have land-use planning and development authority, in the development and implementation of a program to minimize the detrimental effects of urbanization on the beneficial uses of receiving waters, including effects caused by increased pollutant loads and changes in hydrology.

Development Review Process
Development Review Process
1. Pre-Application / Project Inquiry
- Applicant submits a Pre-Submittal Application to the City.
- City staff reviews the proposal and provides initial feedback.
- A meeting may be scheduled to discuss project feasibility and requirements.
2. Formal Application Submittal
- Applicant submits a formal development application and required plans through the City’s system.
- Required documents may include:
- Site plans
- Engineering plans
- Supporting studies (as applicable)
3. Initial Review and Completeness Check
- City staff reviews the application for completeness.
- If incomplete:
- Applicant is notified and must provide missing information.
- If complete:
- Application proceeds to formal review.
4. Plan Review (Multi-Department Review)
- Plans are routed to appropriate City departments and outside agencies as needed.
- Typical reviewing entities may include:
- Planning Division
- Engineering Division
- Building & Safety
- Fire Department
- Other agencies (if required)
- The Engineering Division ensures infrastructure meets City standards, including:
- Roadways
- Drainage systems
- Sewer systems
- Water supply
- Grading
5. Review Comments and Revisions
- City provides comments or required corrections to the applicant.
- Applicant revises plans and resubmits.
- This step may repeat until all requirements are satisfied.
6. Discretionary Review (if required)
- Some projects require public review and approval.
- These may be reviewed by:
- Planning Commission
- City Council
- A determination is made whether the project can be approved at the staff level or requires higher-level approval.
7. Project Approval
- Once all requirements are met:
- Plans are approved
- Conditions of approval are issued (if applicable)
8. Permits and Construction
- Applicant applies for and receives construction permits.
- Construction begins.
- Inspections are conducted throughout construction.
9. Final Inspection and Project Completion
- Final inspections are completed by City staff.
- If all work complies with approved plans:
- Project is approved/finalized
- Certificate of occupancy or completion is issued (if applicable)
