Public Improvement Securities

All public improvements—including streets, sewer facilities, water infrastructure, storm drain systems, and related infrastructure—must be secured in accordance with Victorville Municipal Code (V.M.C.) §17.64.060. As a condition of approval for any new development, the applicant shall enter into the appropriate improvement agreement as required under V.M.C. §17.64.050.

The required security amount shall be based on the approved Engineer’s Cost Estimate, which establishes the valuation of all public improvements associated with the project. To ensure consistency and compliance, the City has standardized the improvement agreements, cost‑estimate templates, and security instruments. Acceptable forms of payment outside of security bonds include Cash Security or a Letter of Credit. Reference documents are provided below for use in all applicable development applications.
