Please read the following for general information prior to applying for your Business License.

  • Anyone conducting business within the City of Victorville city limits must first obtain a Business License prior to conducting business.
  • All businesses must have a physical place of business; a P.O. Box will not be accepted as a business location.
  • Applications are only accepted online.  Paper applications are no longer available or accepted.
  • Please be sure to complete and sign all applicable documents prior to submitting them online for processing.  Incomplete applications will not be accepted.  
  • Fees cannot be paid until after your application has been reviewed.  Once reviewed, an invoice will be auto-generated and you will receive an automated email advising you that the fees are now available to be paid.
  • Payments can be made in person, via mail or online:
  • In Person: cash, check, or money order WITH a renewal stub or invoice are the only payment types are accepted in person at City Hall during regular business hours.
  • Via Mail: check or money order WITH a renewal stub or invoice are the only payment types accepted via mail.

  • Once the fees have been paid, the business license application will be processed.

Business Classifications

VMC 020 - Retail

Selling at retail or wholesale, any goods, wares, merchandise, and/or commodities (tangible property); such as grocery, department and home improvement stores, restaurants, gasoline stations, etc.

VMC 030 - Service / Delivery

Businesses of a service nature, such as gardeners, handyman, housekeeping, janitorial, maintenance, etc. "Service" does not include the professional services described under "Professionals" below.

VMC 040 - Administrative

Businesses located in commercial, industrial, or residential zones that consist of administrative operations, functions, or administrative offices, such as a call center, etc. 

VMC 050 - Manufacturing

Manufacturer, processor, fabricator, warehouse, etc.

VMC 060 - Professionals

A profession licensed by the county and/or state, and/or requiring a period of specialized training resulting in a license or certification for that profession or vocation. This includes but is not limited to: appraiser, architect, attorney, certified public accountant, dentist, engineer, physician, medical transcriptionist, dental hygienist, notary, veterinary technician, teacher, etc. 

VMC 070 - Contractors

Contractors that provide construction work required to be performed by a state-licensed contractor.

VMC 080 - Rental Property

Owning and renting residential property, including single family residences, multi-family residences to include duplexes, triplexes, fourplexes, apartments, apartment courts, rooming houses, trailer courts, mobile home parks, motels, hotels, etc.

VMC 090 - Entertainment / Amusement

Businesses consisting of an entertainment nature such as arcades, billiard/pool rooms, bowling lanes, carnivals, disc jockeys, magicians, nightclubs, skating rinks, etc.

VMC 100 - Film / Photography - Temporary / Transient

The taking of still or motion pictures where such pictures are intended to be shown in theaters, exhibits, etc.; photographing, soliciting, or taking orders for photographs, photographic work; etc. 

VMC 110 - Vehicles for Hire / Service

Vehicles for Hire transport passengers who direct the route to be traveled over the streets, and do not operate over a fixed route, for compensation, including vehicles commonly known as taxicabs, limousines, shuttle services or sightseeing buses. These businesses shall be required to comply with the provisions of Section 16-7.04.020(b) and 16-7.08.

Vehicles for Service are non-emergency medical transportation (NEMT) businesses whose vehicles are privately or publicly owned and specifically designed, constructed, modified, equipped, arranged, maintained, and operated for the sole purpose of transporting those persons with special medical needs who require pre-arranged transportation for purposes prescribed by a health care provider. These businesses shall be required to comply with the provisions of Section 16-7.04.020(b) and 16-7.09. 

VMC 115 - Sidewalk / Vehicle Vendors

A Sidewalk Vendor  is any individual/entity who sells food, beverages, or merchandise, from a pushcart, stand, display, pedal-driven cart, wagon, showcase, rack, or other non-motorized conveyance, or from one’s person upon a public sidewalk or a pedestrian path.  A sidewalk vendor includes both a roaming and a stationary sidewalk vendor.  See the provisions of Section 16-7.04.020(b) and Article 12 of this Chapter.

A Vehicle Vendor means any individual/entity who sells and makes immediate delivery, or offers for sale and immediate delivery, any food, beverages, or merchandise from a mobile vending vehicle.  See the provisions of Sections 16-7.04.020(b) and (c) and Article 13 of this Chapter.

VMC 120 - Solicitors

A Solicitor means any person(s) who goes from house to house, business to business, or otherwise goes upon any private property in the City for the purpose of:

(1) taking or attempting to take orders for the sale of goods, merchandise, wares, magazines, or other personal or intangible property of any nature for future delivery, or for services to be performed in the future; or
(2) selling or offering to sell and making immediate delivery of any goods, merchandise, wares, magazines, or other personal property of any nature, or services of any kind or description; or
(3) requesting money, credit, funds, contributions, personal property or anything of value for a Charity for charitable purposes as defined herein.

VMC 130 - Firearms, Pawnshops, etc.

Retail sales of firearms, junk dealer, secondhand dealer, automobile and truck wrecking or dismantling, pawnbroker, or similar business where money is loaned on personal property for compensation. See the provisions of Section 16-7.11.

VMC 140 - Massage

Any business using state licensed message technicians that administers to another person a massage, bath, or health treatment involving massage or baths as the major function. See the provisions of Section 16-7.11.

VMC 150 - Exempt

Any institution/organization which is conducted/managed/carried on for the benefit charitable purposes and from which profit is not derived, either directly or indirectly, by an individual; provided, that the applicant shall furnish proof to the Building Official or his/her designee that such is the case;

Any enterprise/entertainment when the receipts are to be apportioned to any church/school or to any religious, benevolent, or charitable purpose;

Any person not having a fixed place of business within the City who is called upon to come to the City to render services; provided, that the applicant shall furnish proof to the Building Official or his/her designee that such is the case; and that the proof can be verified by the requesting department;

Every honorably discharged/honorably relieved soldier/sailor/marine of the United States who is physically unable to obtain a livelihood by manual labor, is a sole proprietor, and is a voter of this state, may distribute circulars/hawk/peddle/vend any goods/wares/merchandise owned by him, except alcoholic beverages/liquor, without payment of any license fee, providing proof of such physical disability is furnished to the Building Official or his/her designee;

Bingo. Nothing in this chapter shall prohibit the holding of any bingo game, provided that the game is operated in compliance with the requirements of the Victorville Municipal Code, Chapter 13.15. The city shall, upon compliance with Chapter 13.15 of the Victorville Municipal Code, issue a business license.

Interstate commerce.  None of the license fees provided for by this chapter shall be so applied as to occasion an undue burden upon interstate commerce.
