Engineering Permits
Encroachment Permit
Purpose
An Encroachment Permit is required when any person or entity intends to use, alter, or occupy public property or right-of-way, including sidewalks, streets, alleys, or city easements.
Who Applies
- Contractors or Developers
Typically apply on behalf of property owners or developers.
Examples include:
- Sidewalk closures
- Driveway modifications
- Trenching
- Street work
- Private improvements within public spaces
- Utility Companies
Apply for the installation of poles, conduits, or other infrastructure within the public right-of-way.
- Property Owners / Businesses
Apply for temporary structures such as dumpsters, fences, or scaffolding.
Procedures
- Register for an account on the City’s Citizen Access Portal (C.A.P.).
- Submit an application online or at the Engineering/Permit Center. Required materials include:
- Request to Work in Right-of-Way Application
- Stormwater Inspection Form
- Address, location, or parcel number
- Site plan
- Traffic Control Plan
- Utility Permit Application
- Certificates of Liability (general, auto, and workers’ compensation)
- State contractor’s license card
- Business license
Backflow (RP) Permit
Procedures
- Register for an account on the City’s Citizen Access Portal (C.A.P.).
- Provide the following documents:
- Project location or address
- Contractor’s license
- City of Victorville business license
- Certificates of insurance (liability, workers’ compensation, and automobile, if working in the right-of-way)
- Engineering cost estimate
- RP plans
- Traffic Control Plan (if required)
- Specify the applicable RP model and corresponding City of Victorville standard:
- Backflow (2 inches and smaller) — Standard W39
- Backflow (3 inches and larger) — Standard W30
- Fire / RPDA — Standard W28
- LMAD — Standard W31
Fire Flow Test
Purpose
A fire flow test is a field procedure used to measure the available water pressure and flow rate from a fire hydrant. By testing a “flow” hydrant while measuring pressure loss at a nearby “residual” hydrant, the test determines whether the water system can adequately support fire sprinklers, hydrants, and overall firefighting needs.
Procedures
- Apply through the City of Victorville’s Citizen Access Portal (C.A.P.).
- Submit the required documentation, a site plan.
RPDA Permit
Requirements for New R.P.D.A. Installation (Existing Building)
For a new R.P.D.A. installation on an existing building, the installer must meet the following requirements:
- Be an approved contractor (Class C-34 – Plumbing) in the State of California.
- Hold a valid City of Victorville business license.
- Provide a USA DigAlert ticket number.
- Submit a request for a permit to work in the City right-of-way (if the work impacts streets or sidewalks).
- Submit plans to the City Engineering and Fire Prevention Departments.
- Complete the City Engineer’s cost estimate spreadsheet for the backflow device.
- Provide a Traffic Control Plan (if applicable).
- Specify the applicable RP model and corresponding City of Victorville standard:
- Fire / R.P.D.A. — Standard W28

Transportation Permit
Purpose
A transportation permit is a legally required document that authorizes the movement of vehicles or loads exceeding standard size or weight limits on public roads. These permits help ensure infrastructure safety, protect bridges, and manage traffic for oversized loads such as construction equipment, manufactured homes, or industrial components.
Procedures
- Apply through the City of Victorville’s Citizen Access Portal (C.A.P.).
- Submit the required documentation, including:
- Certificate of insurance for the City of Victorville
- Caltrans permit
Approved truck routes are available upon request.
Utility Permit
Purpose
This permit is required for work conducted within the public right-of-way, including streets, sidewalks, and easements.
Who Applies
- Utility Providers and Their Contractors
Apply for work performed within the public right-of-way.
- Property Owners / Developers
Applications are often submitted by licensed contractors performing work on their behalf.
Procedures
- Register for an account on the City’s Citizen Access Portal (C.A.P.).
- Submit the required documentation, including:
- Utility Permit Application
- Request to Work in Right-of-Way Application (signature page)
- Stormwater Inspection Form
- Address, location, or parcel number
- Traffic Control Plan
- Certificates of liability (general, auto, and workers’ compensation)
- State contractor’s license card
- Business license
- Subcontractor list (if applicable)
- Site plans
- Once all documents and plans are approved and applicable fees are paid, the permit may be issued.
Water Meter Permit
Procedures
- Register for an account on the City’s Citizen Access Portal (C.A.P.).
- Submit a Will Serve Letter Request, particularly for new water service.
- Provide required plans and documentation based on the project type, which may include:
- Passive purge letter
- Approved fire flow test
- Approved building permit
- Site plans
- Water Will Serve letter
- For projects in San Bernardino County, provide approved County permits or plans.
- Include the project address, location, or parcel number.
- Pay applicable water meter and connection fees.
- The permit is issued upon approval. All applicable inspection requirements must be met.
Water Will Serve Letter
Purpose
A Water Will Serve Letter is a formal document issued by the City of Victorville confirming that the City has the capacity and intent to supply water to a new development or construction project.
Procedures
- Apply through the City of Victorville’s Citizen Access Portal (CAP).
- Submit the required documentation, including:

Inspections are conducted Monday-Friday
AM time slots are between 7:30am-12:00pm
PM time slots are between 1:00pm-4:00pm
