The State Fire Marshal is responsible for identifying moderate, high, and very high fire hazard severity zones based on consistent statewide criteria and based on the severity of fire hazard that is expected to prevail in those areas. As part of this requirement, CAL FIRE has made recommendations for Local Responsibility Areas (LRA). All State Responsibility Areas were addressed in 2024.
Notice was given that the FHSZ LRA map was available for public review and comment beginning on April 1, 2025, in accordance with California Government Code Section 51178.5. Public hearings were conducted on May 20th, 2025, and June 3rd, 2025, and were subsequently adopted by the City of Victorville without modification as required by state law on July 30th, 2025.

Please note that state law prohibits the City of Victorville from assigning a fire hazard severity zone that is less restrictive than the one recommended by the State Fire Marshal.

The following language from the State of California describes that the City of Victorville may only increase the Fire Hazard Severity Zone (FHSZ) rating but may not lower it. Higher FHSZ ratings require more safety mitigation measures than lower FHSZ ratings.
