District Candidate Information

District 1

Candidates for District 1 will be on the ballot for the November 2028 election.

 

District 2

Candidates for District 2 will be on the ballot for the November 2026 election.

 

District 3

Candidates for District 3 will be on the ballot for the November 2028 election.

 

District 4

Candidates for District 4 will be on the ballot for the November 2026 election.

 

District 5

District-Based Elections Information

On September 27, 2021, the Victorville City Council declared its intention to transition from at-large to district-based elections. After gathering community input through three community meetings and six public hearings, the City Council adopted Ordinance 2422(PDF, 6MB), which includes the final district election map and corresponding sequencing.

The City of Victorville currently elects its five City Council Members under a district-based election system. The City is separated into geographic sections called districts. Voters within each district will vote only for candidates living within the same district. Voters will not vote for candidates outside their own district.

Background

On August 12, 2021, the City of Victorville received a certified letter from attorney Scott J. Rafferty, on behalf of his client, Neighborhood Elections Now, alleging that the City’s at-large electoral system may violate the California Voting Rights Act (CVRA) (Elections Code 14025-14032) and stated that the City should change to a district-based election system for electing City Council Members. Upon receipt of this letter, the City could agree to transition to district-based elections or be forced to defend against a lawsuit asserting a CVRA violation.

At that time the City of Victorville employed an at-large election system, which means voters of the entire City elect the five Council Members. An election by district is one in which the City is divided into five separate districts, with one Council Member being elected by only the voters who reside in that district.

Mapping

Victorville's election district map was developed by our consultant, Redistricting Partners using input from our community and Census data. It reflects communities of interest within our City. This map and associated ordinance were adopted by the Victorville City Council on December 22, 2021.

The final map includes the following sequencing: Districts 2 and 4 to be on the November 2022 ballot, and Districts 1, 3, and 5 to be on the November 2024 ballot.
