The Water District is governed by a five-member Board of Directors, which are the members of the City Council. The District is considered a subsidiary district of the City. The Board of Directors has full legislative powers over the District to enact ordinances and other rules and regulations as well as authority to provide policy direction and management oversight. The Board meets twice a month as part of the regular City Council meetings.
