Salary & Resolutions
Full-time employees are typically appointed at Step 1 of the established salary range for their position, unless otherwise approved. Part-time employees are generally hired at an hourly rate equivalent to Step 1 of the salary range. Please note that part-time positions are not eligible for City benefits or merit-based salary increases.

Memorandum of Understanding (MOU)
This Memorandum of Understanding establishes the terms and conditions of employment between the City of Victorville and the Victorville Professional Firefighters (VPF) for the period of May 17, 2022, through May 16, 2027. It outlines agreed-upon wages, benefits, working conditions, and related employment provisions, reflecting the mutual commitment to fair labor practices, operational effectiveness, and the continued delivery of high-quality fire and emergency services to the community.

Medical, dental, vision, and legal coverage are available to full-time employees and their eligible dependents through leading providers.

Voluntary Benefits
Full-time employees may elect voluntary coverage through AFLAC, including accident, cancer, and hospital indemnity insurance, to provide additional financial protection beyond core benefits.
Retirement Savings
Full-time employees may voluntarily participate in the Empower 457 Plan, including a Roth option, to support long-term retirement savings through pre-tax and/or Roth after-tax contributions and a range of investment options.
Life & Disability Insurance
The City provides life and disability coverage through The Hartford.
- Life Insurance: Employer-paid coverage equal to one times annual salary. Employees may elect optional supplemental coverage for themselves and dependents.
- Short-Term Disability: Employee-paid, post-tax coverage providing 60% of salary after a 7-day waiting period due to disability.
- Long-Term Disability: City-paid coverage providing 66.7% of salary after 90 days of continuous disability.
Retirement & Payroll Contributions
The City participates in the CalPERS retirement system. Benefits are based on hire date and employee classification:
Classic Members (hired before January 1, 2013):
- Miscellaneous employees: 2.5% at age 55
- Fire (Safety) employees: 2.0% at age 50
PEPRA Members (hired on or after January 1, 2013):
- Miscellaneous employees: 2.0% at age 62
- Fire (Safety) employees: 2.7% at age 57
The City does not participate in Social Security. Part-time employees may participate in a deferred compensation program as a supplemental retirement savings option. The City participates in Medicare and contributes 1.45% of eligible wages in accordance with federal law.
