AdB Law Offices, Inc. serves as the contract City Attorney for the City of Victorville.
Andre de Bortnowsky is the designated City Attorney who has served in that role since 2003. He also serves as General Counsel to the Southern California Logistics Airport Authority, the Victorville Water District, the Victorville Library Board of Trustees, the City’s Housing Assets Successor, and the Successor Agency to the Victorville Redevelopment Agency.
Other attorneys in the Firm serve as Deputy City Attorney and Deputy General Counsel to the same entities listed above, including Tara Taguchi (who also serves as General Counsel to the Victorville Planning Commission), Joan Smyth, and Robert Lyle.
The Office of the City Attorney is established pursuant to the California Government Code and some of the duties are set forth in the Victorville Municipal Code.
The City Attorney’s office is responsible for preparation and/or review of all Ordinances and Resolutions of the City Council as well as the review and execution of all contracts entered into by the City or its various legal entities.
In addition, the City Attorney’s office provides legal counsel and guidance to the City Council on such matters as the Brown Act Compliance for Public Meetings and Conflict of Interest compliance.
The City Attorney’s office also provides guidance and legal advice to the City with respect to all aspects of municipal law including land-use and development matters, water and utility matters, complex land-use transactions, environmental compliance, public contracts, code enforcement, and public office ethics.
The City Attorney is the lawyer for the City of Victorville as an organization and works for the City Council and other City Staff. By law, the City Attorney is prohibited from representing private individuals, businesses, or groups.
