Commercial Tenant Improvement Plan Submittal Requirements

• Fully dimensioned plot plan with Assessor’s parcel number (APN)

• Complete architectural and structural plans (to include building data)

• Water isometrics and sizing calculations for the system (pipe size, developed length, BTU, CHF, meter size and location)

• Gas isometrics (pipe size, developed length, BTU, CHF, meter size and location)

• Waste and vent isometrics (pipe size, fixtures, fixture unit table, cleanouts)

• Electrical wiring diagram (load calculations, disconnect service, wire size, single line drawing)

• HVAC mechanical plans

• Environmental Health Department Plans (if applicable)

• Completed Application for MDAQMD Clearance (with approval signature from MDAQMD)

• Energy calculations

• Structural calculations (if applicable)

• Non-Residential Green Code mandatory measures, including Construction Waste Management Plan

• Landscape and irrigation plans (including total sq. ft. of landscape area)

ALL PLANS AND DOCUMENTS SUBMITTED SHALL BE SIGNED (signature of architect and/or engineer of record, contractor, or owner) 

Modification to fire suppression system, if required, shall be submitted to Fire Department

 

Demolition Plan Submittal Requirements

• A set of plans containing the following information:

• Fully dimensional plot plan with APN, indicating structure(s) to be demolished with square footage indicated. Include all concrete slabs, footings, porches or steps, with lot dimensions, structure location, location of sewer cap or septic system, drainage flow/grading, and utility termination location.

• Construction Waste Management Plan

• Copy of Grant Deed for property, or letter of authorization from owner to obtain permit

• Application for MDAQMD Clearance (with approval signature from MDAQMD)

• Additional information on the scope of the project may be required, such as:

    Removal of structures such as sheds, trees and stumps, block walls, trash and debris

    Remove and back fill septic system or cap sewer lateral at property line, as applicable

    Remove all driveway asphalt

    Remove and cap all utilities to property line

    Ensure no slope exceeds 2:1

Note: If the demolition includes demolishing only the interior of the building, such as tearing down any inside walls or structures on the inside of the building (excluding completely demolishing entire building), this repair work is considered a tenant improvement, not a demolition permit. Please see Tenant Improvement Plan Submittal Requirements for partial demolition.

 

 

Mobile Home on Permanent Foundation Plan Submittal Requirements

Complete submittal shall include all items listed below:

• Provide copy of grant deed for property (same name as owner)

• Provide title search for mobile home/manufactured home (If there is a lien holder on the title report, the lien holder must give written consent for the placement of the unit on a permanent foundation system. The lender’s letter should provide the serial number and APN or address.) EXCEPTION: Not required for new mobile homes.

• Provide plot plan with all setback dimensions and accessory structures, such as garage or carport (see attached) (Please make sure that size of mobile home, setbacks, covered parking, lot size, lot coverage percentage, and type of skirting are clearly stated on the plot plan.)

• Provide grading plans, one Joshua Tree Inspection Report if installing a new or used mobile home on a new lot.

• Photos of mobile home and front yard; landscape plans shall be provided if evidence of landscaping meeting current code requirements is not provided.

• Provide manufacturer’s installation instructions and HCD approved foundation system signed by a licensed California Engineer

• Complete HCD Form 433A in full and submit to Building Division (same name as owner)

• Pay State fee of $11.00 per section (check made out to “HCD”)

• Surrender certificate of title and registration, along with any license plates or decals issued by HCD or DMV.

EXCEPTION: Not required for new mobile homes.

 

New Accessory Dwelling Unit and Junior Accessory Dwelling Unit Submittal Requirements

Complete sets of plans shall include the items listed below:

• Joshua Tree Inspection Report (only required if square footage is being added)

• A set of grading plans for detached ADU’s (if less than 50 cubic yards, a plot plan showing elevations and drainage flow lines may be sufficient)

• Fully dimensional plot plan with APN showing points of connection for all utilities

• Complete architectural and structural plans

• Percolation report for new septic system or size of septic tank if connecting to existing system (if sewer is unavailable)

• Electrical plans

• Roof plan (to include truss layout)

• Landscape AND irrigation plans

• Truss calculations

• Energy calculations

• Structural Calculations

• Residential Green Code mandatory measures, including Construction Waste Management Plan

• Photovoltaic plans as required by the energy calculations

• Fire sprinkler plans and hydraulic calculations (only required if the primary dwelling is equipped with fire sprinklers)

• Joshua tree report

• Submit a Will Serve letter from Victorville Water District •

A set of grading plans (if less than 50 cubic yards, a plot plan showing elevations and flow lines may be sufficient)

• Fully dimensional plot plan with APN

• Complete architectural and structural plans

• Plumbing isometrics for the system (not required for single story)

• Gas isometrics (pipe size, developed length, BTU, CHF, meter size and location)

• Percolation report for septic system (if sewer is unavailable)

• Electrical wiring diagram • Roof plan (to include truss layout)

• Truss calculations

• Energy calculations

• Structural Calculations

• Residential Green Code mandatory measures, including Construction Waste Management Plan

• Fire sprinkler plans and hydraulic calculations

• Photovoltaic plans as required by the energy calculations

• Landscape plans including water conservation provisions in accordance with VMC 16-3.24.030 and 13.60.

Repit or Abandoned Septic Plan Submittal Requirements

REPIT

Submit a Plot Plan with the following information:

• Prior to issuance of repit permit, the Engineering Department shall review for sewer availability.

• Show the size and location of the existing septic tank and seepage pit.

• Show the size and location of the proposed seepage pit or pits and any distribution box that may be used.

• Show the dimensions between the proposed seepage pit and any other seepage pit, the septic tank, all property lines, the distribution box, and any structures, trees, or water main lines.

• More than one repit may require a percolation test.

ABANDONED SEPTIC SYSTEM TO NEW SEWER CONNECTION

• Engineering Department shall review and approve prior to issuance of permit.

• Complete and submit, to the Building Division, a “Request for Sewer Fees” form from the Engineering Department. (Be sure to accurately indicate all plumbing fixtures in the spaces provided.)

• Provide a plot plan showing the new sewer lateral line and the old septic tank and seepage pit.

• A single inspection will be performed once the new sewer lateral is connected, the old septic tank and seepage pit are pumped and ready for backfill.

 

Residential Additions and Accessory Structures Submittal Requirements

Complete sets of plans shall include all items listed below:

• Fully dimensional plot plan with APN. Plot plan shall include the footprint (square footage) of existing house and garage as well as the proposed room addition or garage, including total square footage of lot with percentage of proposed lot coverage. Indicate whether the property is on sewer or septic.

• Complete architectural and structural plans •

Complete elevations of proposed addition/structure. All accessory structures and additions are required to incorporate architectural features/elements of the primary structure; including but not limited to roof pitch, style, building material and color.

• Foundation plan

• Fully dimensional floor plan (to include existing and proposed window and door locations and sizes)

• Framing plan

• Roof plan (to include truss layout)

• Electrical wiring diagram (if applicable)

• Plumbing plan (if applicable)

• Photos of primary structure

• Truss calculations (if applicable)

• Energy calculations (if applicable)

• Structural calculations (if applicable)

• Residential Green Code mandatory measures, including Construction Waste Management Plan (if applicable)

ALL PLANS AND DOCUMENTS SUBMITTED SHALL BE SIGNED (signature of architect and/or engineer of record, contractor, or owner)

 

Residential Stock Plan Submittal Requirements

Complete set of plans shall include all items listed below:

• All Tract Numbers if plans are associated with a specific Tract.

• Landscape plans (front yard and street side yard typicals) are required with every Stock Plan that is for an entire tract or phase of a tract. These plans must be included in the first submittal, as no deferred submittals are accepted.

• Complete architectural and structural plans

• Fire sprinkler plans and calculations

• Gas isometrics (pipe size, developed length, BTU, CHF, meter size and location)

• Electrical wiring diagram

• Plumbing plans and isometrics

• Roof plan (to include truss layout and calculations)

• Truss calculations

• Energy calculations

• Structural calculations

• Residential Green Code mandatory measures, including Construction Waste Management Plan

• Photovoltaic plans to include system size, roof pathways, electrical diagrams, equipment specifications, and label requirements* *Provide these additional plans when a photovoltaic system is required for energy compliance.

Note: When the Stock Plan is approved and addresses have been created, Precise Grading Plans can be submitted to the Building Division for review and approval.

 

Tract Sales Office and Tract Model Home Complex

Prior to submittal, applicant must obtain approval from the Planning Division for the following:

1. Stock plans and landscaping

2. Model home complex and landscaping

3. Fully Dimensioned plot plan with orientation and APN

4. Fully dimensioned floor plan

5. Typical wall construction

6. HVAC mechanical plans

7. Electrical wiring diagram (load calculations, disconnect service, wire size)

8. Fixed furniture layout

9. Window and door sizes and locations

10. Location and construction details for all miscellaneous structures (portable restrooms, patios, trap fencing, flags, ponds, foundations, etc.)

11. Indicate on plans how site complies with all accessibility standards including: Paths of travel, door widths, clearance at doors, restrooms, and all other regulations that apply.
