Victorville City Government

The City operates with a Council-Manager form of government, where the City Council appoints the City Manager. The City Manager is responsible for the day-to-day operations of the City and to ensure that the policies developed by the City Council are executed. The City Council also appoints a City Attorney who is responsible for advising the City Council on legal issues affecting Victorville.
The City of Victorville currently elects its five City Council Members under a district-based election system. The City is separated into geographic sections called districts. Voters within each district will vote only for candidates living within the same district.

Which City Council Member represents my area?
Victorville's election district map was developed by our consultant, Redistricting Partners, using input from our community and Census data. It reflects communities of interest within our City. This map and associated ordinance were adopted by the Victorville City Council on December 22, 2021.
When and where are the City Council meetings?
The meetings are held the first and third Tuesday of each month at 6:00 p.m. in City Council Chambers at City Hall, 14343 Civic Drive, Victorville.
How do I address the City Council about an item on the agenda and/or express my concern for an item not on the agenda??
Every City Council meeting provides time for a Public Comment period. This is your opportunity to address the Council on any subject matter that is within the jurisdiction of the City Council. To do this, you may complete a speaker card indicating the agenda item number you will be speaking on and place the speaker card in the clear box for the City Clerk. The City Clerk will call your name during the Public Comments period of the meeting. The speaking time limit for public comments is three minutes or as determined by the Mayor. The speaker cards are used if the City Council or staff need to contact you at a later date if you choose to provide your contact information.
The City Council is not permitted (by law) to take any action during the current meeting on issues raised during the public comment period of that meeting, but they may refer matters to staff for a response or place an official action item on the agenda of a future date.

2. You can be added to the Agenda Notification Distribution list by emailing your request to cityclerk@victorvilleca.gov.

How can I view a City Ordinance?
All City ordinances are contained in the Victorville Municipal Code (VMC). The Victorville Municipal Code is available online and is fully indexed and searchable.
Public Official Appointments (Form 806)
The Fair Political Practices Commission (FPPC) requires each agency to post a single Form 806 (FPPC Regulation 18705.5 amended March 2012). Form 806 reports additional compensation that officials receive when appointing themselves to positions on other boards, commissions or committees of a public agency, special district, and joint power agency/authorities.
Local Appointments List
In compliance with Government Code Section 54972, the City is required to prepare, on or before December 31 of each year, a Local Appointments List of all regular and ongoing boards, commissions and committees which are appointed by the legislative body of the local agency. Government Code Section 54973 requires the legislative body to post a copy of the Local Appointments List to its website.
