    What Are Objective Design Standards?

    Objective Design Standards (ODS) are clear, measurable design rules that rely on no personal or subjective judgment. State law defines them as standards that are “uniformly verifiable by reference to an external and uniform benchmark or criterion” available to both applicants and reviewers before an application is submitted (SB 330, Section 66300.7). ODS use concise, quantifiable language to ensure consistent interpretation, streamline project review, and support high‑quality, context‑appropriate design while still allowing flexibility for architects and developers.

    Project Overview

    The City of Victorville is developing Objective Design Standards for new multifamily and mixed‑use residential projects to support high‑quality design and streamline housing approvals in accordance with State law, including SB 330. With technical assistance provided through SCAG’s REAP 2.0 program, this effort will help accelerate infill housing, increase supply at all income levels, and further the goals of the City’s Housing Element. While the City currently relies on the Zoning Ordinance and several Specific Plans that include a mix of regulations and subjective guidelines, this project will establish clear, citywide objective standards for designated infill areas. These standards will promote pedestrian‑friendly, human‑scaled development while preserving neighborhood character and will be incorporated into the Zoning Ordinance upon City Council approval.
